Universal Basic Income .... UBI .... has shifted from a fringe, almost utopian idea to a policy with real traction. Trials have taken place in countries as varied as Kenya, Finland, Namibia, India, and Canada. In the United States, versions of UBI were debated in the mid-20th century by figures as different as Martin Luther King Jr. and Milton Friedman, but the issue faded for decades.
Interest revived around 2016. Public voices such as Andrew Stern, Robert B. Reich, and Martin Ford brought the idea back into mainstream debate. That same year, Y Combinator began testing UBI in Oakland, the Economic Security Project launched major research efforts, and Stockton’s mayor rolled out a pilot program that began in 2019.
Rising income inequality, unstable work, and persistent poverty fueled renewed attention. But the biggest driver has been anxiety about automation potentially displacing workers at historic scale, especially among leaders in Silicon Valley.
UBI’s roots stretch back centuries and across ideologies. It draws from social democratic, anarchist, and socialist traditions. Early versions appeared in proposals by Thomas Paine, Joseph Charlier, and James Meade. While differing in design, each shared a core belief .... that wealth created collectively, or inherited from past generations, should be redistributed directly to individuals.
